1) The state of Israel can preserve its Jewish identity by keeping control in the hands of a religious & ethnic minority. Under that approach, the state would be Jewish, but it would not be democratic. It would essentially be South Africa under apartheid.

2) The state of Israel can preserve its democratic identity by allowing everyone to vote. Under that approach, the state would be democratic, but it would not be Jewish. The Muslim/Christian majority would detach Judaism from the government.

3) The state of Israel can preserve both its Jewish identity and its democratic identity by changing course and moving toward a two-state solution. The Arab population in the West Bank would have their own state and Israel would be governed by a Jewish majority.

Kerry was saying (correctly) that if Israel wants to be both Jewish and democratic, it needs to abandon Netanyahu's failed policies and move swiftly to pursue the two-state solution. There just isn't any other way.
